NIAGARA FALLS, N.Y. (WIVB) — A man who Niagara Falls Police say slapped and harassed a disabled man while on camera has turned himself in.

Police say Myquan Pringle, 22, was taken into custody Wednesday evening. In a video that circulated the Internet in December, police say Pringle was seen slapping William “Billy” Finlayson in front of a Portage Road Tops store.

“The victim is not homeless but does suffer from both mental and physical disabilities,” says Kelly Rizzo, NFPD chief of detectives. “We believe he was targeted due to his limited ability to communicate clearly with responding officers when police are called.”MORE | “Billy” speaks out on the slapping incident.

Detectives say they initially went to Pringle’s home to arrest him, but he fled.

He now faces a felony charge of endangering the welfare of an incompetent person as well as misdemeanor charges of resisting arrest and obstructing governmental administration.

In addition to that, police say Pringle has ongoing court proceedings for robbery and harassment that stems from a September domestic violence case. Pringle was previously charged with burglary and criminal mischief related to a June domestic violence case.

He was arraigned in court at 9 a.m. Thursday.
