• लघु और सीमांत किसानों (SMFs) की आय में वृद्धि करने के उद्देश्य से, सरकार ने चालू वित्त वर्ष में एक नया केंद्रीय क्षेत्र योजना शुरू की है, जिसका नाम है “प्रधानमंत्री किसान सम्मान योजना - PM-KISAN

• PM-KISAN योजना का लक्ष्य विभिन्न फसलों की खरीद में SMFs की वित्तीय जरूरतों को पूरा करना है, ताकि फसल के प्रत्येक चक्र के अंत में प्रत्याशित कृषि आय के साथ उचित फसल स्वास्थ्य और उचित पैदावार सुनिश्चित हो सके।

• पात्र लाभार्थियों को लाभ हस्तांतरण के लिए यह योजना 01.12.2018 से प्रभावी होगी।  लाभार्थियों की पात्रता निर्धारित करने की कट-ऑफ तिथि 01.02.2019 रखी गई है।  अगले 5 वर्षों के लिए इस योजना के तहत लाभ की पात्रता के लिए कट-ऑफ तिथि में परिवर्तन, यदि कोई हो, तो केवल मंत्रिमंडल की मंजूरी के साथ विचार किया जाएगा।  हालांकि, भूमि मालिक की मृत्यु के कारण उत्तराधिकार के कारण खेती योग्य भूमि के स्वामित्व के हस्तांतरण पर लाभ की अनुमति दी जाएगी। 

• SMFs के भूमिधारक किसान परिवार को "पति, पत्नी और नाबालिग बच्चों के परिवार के रूप में परिभाषित किया गया है, जो संबंधित राज्य / संघ राज्य क्षेत्र के भूमि रिकॉर्ड के अनुसार 2 हेक्टेयर तक की खेती योग्य भूमि के मालिक हैं।"

 योजना के तहत पात्र SMFs की संख्या 2018-19 के कृषि जनगणना 2015-16 के आंकड़ों के प्रक्षेपण के आधार पर अनुमानित की गई है।  वित्त वर्ष 2018-19 के लिए SMFs के भूमिधारक KISAN परिवारों को रखने की अनुमानित संख्या 13.15 करोड़ है।  उच्च आर्थिक स्तर के लाभार्थियों की कुछ श्रेणियों को शामिल किए जाने की संभावना के कारण, पात्र लाभार्थियों की कुल संख्या 12.20 करोड़ हो गई है।
