RED HOOK, N.Y. >> A Saugerties woman was arrested at a residential facility in Red Hook and charged with punching a 21-year-old handicapped woman in the leg, state police said Thursday.

Annette Stramel, 51, was arrested by state police at Rhinebeck and the Justice Center of New York at 2:10 p.m. Wednesday at Devereux Advanced Behavioral Health, 40 Devereux Lane, Red Hook police said. She was charged with endangering the welfare of an incompetent person, a misdemeanor.

State Trooper Melissa McMorris said Stramel “is employed by a local residential facility for people with developmental disabilities,” but she would not say whether it was Devereux.

Devereux’s Executive Director John Lopez could not be reached for comment Thursday.

According to its website, Devereux provides residential treatment to individuals with “intellectual/developmental disabilities with emotional disorders, autism spectrum disorders and multiple challenges.”

Stramel was issued a ticket to appear in Red Hook Town Court.
