Police responded Friday morning to a report that a person was found tied up inside an apartment at 4740 Portifino Way in West Palm Beach.Officers found a nonverbal 24-year-old man unattended and tied up inside the apartment, a release said.Authorities say he appeared to be in good health.The man was initially discovered by maintenance workers who accessed the apartment for routine maintenance, a release said. When they found him, they called police.Officers found the man with his hands tied behind his back and a belt around his ankles.The man's caretaker, Marcia Grace Jones, 63, has been arrested.She is being charged with neglect and false imprisonment, police said.
