Darryl Palmer (the "Debtor") owes $28,778.66, plus post-judgment interest, to Bethany Cole1 and her grandmother, Barbara Cockerille, (the "Plaintiffs") as a result of a final judgment entered by the Circuit Court of Jefferson County, West Virginia (the "State Court"). The Plaintiffs seek to except this amount from the Debtor's anticipated Chapter 11...
