The purpose of this session is to set the stage for the workshop. Workshop objectives include:

  • Explaining the new concept of Transformational Government

  • Sharing views and experiences between practitioners involved in the 'Transformational Government' agenda

  • Shaping the work of the OASIS Transformational Government Frameworks Technical Committee (TGF TC),
    in particular seeking perspectives on:
    a) the top-level structure of the proposed Framework
    b) key principles and critical success factors for Transformational Government, and
    c) identifying priorities in the overall Framework for the TGF TC to address

  • Encouraging participation in the work of the new TGF TC

Context: The Shift from e-Government to Transformational Government

This session will provide an overview of recent trends in ICT-enabled reform within the public sector.  The speaker will begin by highlighting key differences between traditional e-government approaches and what is now known as the 'Transformational Government' approach. The session will conclude with a discussion on the need for a Transformational Government Framework. Highlighted during this session will be a summary of a recent gap analysis performed between current standards and reference models.

The Government of South Australia is currently deploying key elements of the proposed framework.  During this presentation, the speaker will provide a key insight into the framework’s usefulness as a service delivery tool.

This session will provide a unique perspective of a case study featuring a national governments move from an e-government to a transformational government agenda.  Discussion will include details on the process used to refresh their IT reform strategies, as well as information on the models and frameworks on the table.

Each speaker will identify their perspective on why there's a need for a new Transformational Government Framework.  They will all highlight their views on why this work is necessary and important.  In addition, the World Bank will provide their rationale and objectives for the eTransformation Initiative.

    Introducing Key Elements of the Proposed Transformational Governance Framework

    The speaker will present the key elements of a published Transformational Government Framework, which is now the basis of the new identified work of the TGF Technical Committee at OASIS.

15:00-16:30 Interactive Roundtable Session: Building the Transformational Government Framework

    The goal of this roundtable session is to provide attendees with an opportunity to share their experiences and provide feedback on the topic of Transformational Government Framework.  Objectives include:  

  • Validating the top-level content for the Framework

  • Looking at three critical components: a) the policy framework, b) key principles and critical success factors, c) identifying issues, gaps, and areas for improvement

  • Reviewing the Framework scope, given the variety of government structures around the world - answering questions like: should the Framework cover the whole of government or the whole Public Sector, or just specific sectors within either of these, eg. business domains, regional, local

  • Prioritizing those areas the TGF TC should focus on, assisting with the overarching Reference Model which begins with a broader focus, allowing the committee to drill-down to a more defined focus

The workshop will conclude with a discussion and summary of the agenda.  During this concluding session, the facilitator will review how the feedback will be taken forward by the TGF TC, as well as provide details on how individuals can participate in the TC work
