State officials Friday released a plan meant to detail how Minnesota will provide services to people with disabilities in the most integrated settings possible.

The “Olmstead Plan” takes its name from a 1999 ruling in which the U.S. Supreme Court held governments could not keep people with disabilities segregated if they could be supported in a community setting.

Minnesota was directed to write a plan as part of a 2011 federal court settlement.

According to the state, 10 percent of Minnesotans had disabilities in 2011, the fourth-lowest rate in the country.

The plan sets goals for serving those with disabilities in a variety of areas including employment, housing, transportation and health care.
