Lancaster city man charged with rape of mentally-disabled teen

A Lancaster city man is charged with raping a mentally-disabled teenager earlier this month.

Angel Luis Santos, 53, is at Lancaster County Prison, on $100,000 bail, charged with rape and six other felony sex crimes.

Police allege Santos lured a mentally-disabled, 17-year-old girl to his Lancaster Avenue home on April 2 and sexually assaulted her.

According to an arrest affidavit, the girl has “significant developmental delays” that prevent her from being able to give consent.

Police received the abuse report and the victim was later interviewed at the Lancaster County Children’s Alliance, where she discussed the incident, the affidavit shows.

Santos is charged with rape, rape of a mentally-disabled person, involuntary deviate sexual intercourse (two counts), unlawful contact with a minor, corruption of minors, and sexual assault.

As of Tuesday, he didn’t have an attorney, charging documents show.
