King County Executive Dow Constantine has ordered an inquest into the fatal shooting of a 28-year-old man by Kent police following a manhunt, shootout and explosion in July 2014.

Richard Duncalf was fatally shot after he opened fire at police officers on July 20, 2014, according to the Kent Police Department. Duncalf had been the subject of a manhunt after he attempted to attack an officer at the Howard Johnson Inn near 86th Avenue South and South 228th Street and then fled. After a nearly two-hour search, police spotted Duncan, who shot at the police officers.

Officers returned fire, striking Duncalf and a propane tank, which caused an explosion, police said. Duncalf died from multiple gunshot wounds to the head, back, chest and extremities, according to the King County Medical Examiner’s Office.

Five Kent police officers were placed on paid administrative leave following the shooting.

The King County Prosecuting Attorney’s Office recommended the inquest after reviewing materials from the Auburn Police Department, which conducted the investigation on behalf of the Valley Investigation Team, according to the executive’s office.

Inquests are fact-finding hearings before a six-member jury to determine the causes and circumstances of any death involving a member of any law-enforcement agency in King County. Jurors answer a series of interrogatories to determine the significant factual issues involved in the case, and it is not their purpose to determine whether any person or agency is civilly or criminally liable.
