Man Accused of Repeated Sexual Assault of a Disabled Woman

A Milwaukee man is accused of repeatedly beating and sexually assaulting a Greenfield woman with cerebral palsy.

A Greenfield woman with cerebral palsy told police she was repeatedly—and brutally—sexually assaulted by a Milwaukee man. 

Kahlil A. Jaber, 43, is charged with second-degree sexual assault and battery-domestic abuse. If convicted, he faces nearly 26 years in prison and $110,000 in fines. 

The Greenfield woman—who knew Jaber, according to the criminal complaint—says he whipped her with an extension cord and used objects to sexually assault her.

The woman called police to her apartment on Nov. 16, reporting the sexual assault. She told officers she had been dating Jaber. 

That morning, she said, Jaber woke her up for sex, but when it didn't work, he became upset and began pulling her hair. She told officers he pulled her hair every time she screamed.

The woman said Jaber began to forcefully touch her genital area, causing it to bleed. She said this was not the first time he had done that. 

The criminal complaint states the woman reported Jaber whipped her with an extension cord he called "The Mustard," as well as with shoes and a belt. She also told officers that on one occasion he tied her up, gagged her so she couldn't scream, and assaulted her with a foreign object. 

The woman told officers Jaber drives a taxi, and that he gave her a ride around the city several times when they first met, but said he is married and has six children.

After police put out a notice that they were looking for Jaber, he was located in Franklin, where officers pulled him over as he was taking a far in the 3200 block of E. Puetz Road in Oak Creek. 

His bond was set at $1,500. Charges were filed Nov. 21, and Jaber entered an initial not guilty plea Wednesday. He is due in court for a status conference Dec. 5.
